To the Editor:

I wrote to the editors of the Medical Times after reading a video interview published about the Zambian vaccine program to inform the public about the vaccine trials that began in 2013 and came to an end in 2015. There are a couple of flaws in the article, which I highlighted in my letter, as well as the timeline that it lays out for the planned transition to the IV antibiotics. The vaccine has never been subjected to a clinical trial to determine its safety and efficacy in humans, and there is a lot of conflicting data about the vaccines effectiveness and safety from the scientific literature. I did not, however, mention the corruption that is plaguing the vaccine program, but the article actually does not fail to mention that.

When analyzing the many obstacles to the success of the Zambian vaccine, I feel it is of the utmost importance to note that by having a vaccine to prevent the endemic disease that it is attempting to introduce into the country, the entire system is put at risk. In the past, there have been reports from Zambian parents who are grateful that the vaccine is coming into the country, and that many can’t wait to have their children vaccinated. However, from what I have read, their children have the run of the place and it is very likely that they are being denied the same chance at the safety of being vaccinated that other Zambian children would receive. In particular, HIV-infected mothers in Zambia are not allowed to be educated about how to properly administer the vaccine so that their children can be administered the HIV vaccine.

Unless these problems are solved in order to have a success in the trial, the infection rate of HIV-infected children is still expected to exceed 50 percent in Zambia, even with a vaccine. How can a disease, that is the main cause of sexually transmitted infections and the cause of death for millions of children in Zambia, possibly be easily transmitted in Zambia?

I also feel it is of the utmost importance to recognize the hardship and corruption that is going on within the vaccine program and how it will impact efforts to bring medicine, regardless of the population, to the poor, poor. International aid donors are targeting the Third World, with their impressive tax breaks and corrupt local leaders, and they should be expecting more than just meds, considering that Liberia is still fighting its civil war and has had its stability destroyed.

As opposed to government regulations, many private companies and medical centers, which have the most incentive to provide medicine to the poor at affordable prices, are shutting down in Zambia, and their employees are not being retained to work at other medical clinics. However, private pharmaceutical companies, which produce pharmaceuticals for the Global South, are not being given any priority to provide medicines in poor countries. I am actually very frustrated and angry that the most legitimate, ethical and effective innovation has been far outweighed by unfair trade practices and corrupt practices within the government.
